We certify general and vocational qualifications. This certification is oriented to the European Qualifications Framework for Lifelong Learning (EQF) and the Common European Framework of Reference for Languages (CEFR). Certification of qualifications within the process of lifelong learning, which is aligned to recognised international scales, is a primary requirement for professional mobility. Our customers are reputed companies and providers of educational services.
All Members provide supportive evidence to prove the implementation of the CEFR in their quality management systems within the framework of an application procedure.

Learning outcomes

Certified learning outcomes of the Cert-EU are characterised by their high quality and assurance standards and are moreover moderately priced. Their authenticity can be examined online and they show an assessment explanation of achieved qualifications. We offer Certificates, Diplomas and Advanced Diplomas on the European Computer Competence Licence (ECCL), the European Office Competence Licence (EOCL), the European Intercultural Competence Licence (EICL) and the European Language Competence Licence (ELCL).


We provide our customers with the identified learning outcomes. We work together with our customers in determining the identified learning outcomes in company-specific qualifications. The assessment of the achieved aim is determined by the customer. Certification of learning outcomes is implemented by the Cert-EU. In order to secure quality assurance, we work for customers who have quality management provisions in place and / or are Members of the ELCL Quality Alliance only.


The European Qualifications Framework for Lifelong Learning (EQF) defines its qualifications' scale on an appropriate grid which makes comparability on a European-wide basis possible. In order to identify these, a series of educational levels is established which incorporates all sesctors of the education system - general, professional and further training. Each level is explained by means of descriptors. The descriptors refer to knowledge, skills and competences.


The Common European Framework of Reference for Languages (CEFR) offers common criteria for learning, teaching and assessing of foreign languages, providing dependable comparability and assessment across borders in foreign language competence. Initially designed as a reference, the implementation of this reference furnishes cultural transparancy and offers assurance for employers and employees, teachers and learners nationally and internationally.
